Great green dragons implies there are dragons that are coloured green which are either large or the speaker is of the opinion that the dragons are skillful, important or celebrated. Green great dragons implies that a specific variety of dragons, the great dragons, are coloured green, or that a specific sub variety of the great dragons is green.
If the description appears out of order, it generally implies that the description stops and the item being described starts being identified.
