Thus at 12 midnight 1st 2010, the registrars got about 2000 registrations ALL for the name Enterprise.
Most of these got withdrawn over the next few days, but then fights and legal rumblings started breaking out among the 20 or so die-hards. Hacks and DoS attacks on the registration network occured. At least three attempts to physically break into Starbase 1's central computer core and hack the system from there were deflected by Starfleet security.
Finally the registrars had enough and unanimously voted to BAN the name Enterprise from the network, litterally making anyone who tried to use it immediatly suspisious and would be welcomed by security at any attempt to dock.
Most of the factions at this point decided to 'discourage' the use of ship names that had special meaning to them.
Since then no name has been fully banned, although several have been provisionally banned to prevent 'guzumping'.
And Foxboy? RFC means Request For Comments. It's the standard the W3C uses for discussion and definition of protocols, their changes and extensions.
