The big question is how does the registry enforce this? There's always going to be some obnox who figures the rules don't apply to him. How is he ... ahem... encouraged to conform to community standards?
There's also the factions who'll "lean on" anyone who walks all over their perogatives... but, again, that won't stop everyone.
