Also, a question or two. Namely, what's your budgetary range (inf, not real world ; ), and what's your desired role. At level 21, there's not much
'build' to be had, in all honesty - slot some happiness, and go. If you feel a lack, slot something different. Howsoever, you asked for help, I can
provide!
Spectral Wounds - grab yourself some Entropic Chaos. Everything except the 'Chance for Self Heal' (I will not reccomend procs. Ever.), nets you 10%
regen (from a level 20 set!), and 2.25% max End - just like HP, raising your Max End causes you to regain it faster, since Recovery is a percentage of the
total.
Transfusion - This.. this is a tough call. If you use this a lot (I do on my troller), you'll want more recharge than my reccomendation provides. However,
if you just want it to hit hard, roll a Miracle: Healing, and a Miracle: Heal/Recharge. 2.5% recovery ain't a bad bonus for a pair of slots, at any level.
Blind - there are a LOT of options available for enhancing this power. I strongly reccomend you plan on 5 or 6 slotting the purple set 'fortunata
hypnosis' (which, blueside, you can pick up for about the same cost I'd pay for _one_ Melee Damage purple, you lucky dog!) For now, I have to lean
towards duplicating the slotting of Spec Wounds - Entropic Chaos everywhere! another 10% regen, another 2.25% max end..
Siphon Power - Try replacing the Range IO with an End Red IO. Saves ya about 2 end per cast.
Combat Jumping - one of the 'cheapest' powers in the game. As soon as I13 lets you, drop an LOTG 7.5% in there. For now, see if you can pick up a Gift
of the Ancients pair, or a Kismet pair. Kismet should be easier, and while the actual enhancements are pretty lackluster (Serendipity would be better), 1.5%
recovery (or 4% regen with Serendipity) isn't a bad thing.
Soup Invis - Kismet again. Slot the three that do End, and you'll be a bit better off for End savings, and have slightly more defense, as well as picking
up a sweet set bonus (1.5% recovery and some confuse resist)
Hurdle - get a slot in this, and stuff it with Jump IOs, stat! both me an Emet can make the 'jump' IOs ( or any generic IOs ) for cost of ingredients +
cost of table (we've memorized all generic IO recipies). For a Superjumper, I reccomend two slots in Hurdle - at level 50, with 50 IOs in Hurdle,
you'll be at the movement-over-ground speed cap just by turning superjump _on_.
Siphon Speed - Tempered Readiness. 1.5% recovery, get the two with 'endurance' in their effects list, and you'll save a bit of End. IMO, this is a
useless/easily abandoned power once you have your travel power.
Health - EMPTY?

slot this, ASAFP, Please! three Miracles that 'heal' will get you around 24% additional regen - this is not something to miss out on. If you can, score
the Miracle: Recovery unique, and add a fourth slot for it!. 2.5% recovery and 1.88% MaxHP aren't a bad couple of set bonusses, either - with 4x Miracle,
you get a 5% global enhancement to Heal.
Group Invis - I actually can't hand you a better slotting for this until you have the levels to stuff an LOTG 7.5% in it.
Phantom Army - Again, the Purple set for this power is relatively cheap, get it as soon as you can, plan on 4-slotting it, since the Purple Pet Set kinda
sucks. For now, drop in two Brilliant Leadership (I grabbed Dam/End and Acc/End, to get the End use of this beast under control), and fill it out with a
recharge reduction.
Speed Boost - Plz?
I kid. there's two main considerations to slotting speed boost - while a little bit of recharge doesn't hurt, it really isn't _needed_. So,
consideration one...

Slot run IOs in it! people will turn into rocket-powered Wall Sleds, and stop coming back for more!
Alternatively, plan on 4-6 slots. Grab Performance Shifter (level 21 is the minimum for this set), and hop it up to 4 pieces ASAP, for 2.5% recovery and some
movement bonusses (5% to everything, whee), as well as another 1.88% MaxHP. The other alternative is Efficiacy Adapter, which has the 5% global recharge bonus
as it's six piece 'brass ring'.
