I figured out what the problem is - yuku.com was in my "no cookies" list. (Sites only go there if they set cookies with identifiable information without asking first, or if they serve ads to third parties.) Clearing that entry allowed the process to complete.
So, why do they need to create a cookie to migrate my account? And why didn't they mention it during the migration process?
