I don't think anybody's ever tried that before. Assuming that the crimes were sufficient enough (or recent enough) to be within the statute of
limitations, I *think* it would go along much the same as any standard criminal prosecution. Some crimes are too esoteric or too wrapped up in the position
("failing to defend the Constitution against enemies foreign and domestic" is an impeachable offense, but not a Federal crime, frex) but I think an
ambitious prosecutor could make a legitimate case for fraud given the shenannigans around Halliburton and KBR.
