I'd like to point out that not even during WW2 where American elections suspended. So I think it's fair to say that there are no circumstances under which an American state still exists that elections should be suspended.
Even during the U.S. Civil War elections were held.  Now, as far as I know no Federal elections were held in the succeeding states, but it would have been hypocritical for them to have voted for a Union they left.  Even given that, the Union occupied states of Tennessee and Louisiana did hold elections.
If the U.S. didn't cancel Federal elections in the midst of a civil war I don't see a need to do it now just because they can't do their jobs.
