I'm reminded of a hokey Flash comic where they had Flash running up a searchlight beam. You can run as fast as you want, but that doesn't let you walk on photons.
I don't know how the song would alter Doug to let him do that, but it would be entertaining. What it *might* do, now that I think about it, is it might allow him to *transmit* himself along a beam of light to his destination. So as long as the song is running, he can jump into a beam of light, and suddenly wind up wherever it strikes. He could cross chasms or tall buildings that way, using a laser pointer as the "rope". Then when he finishes (assuming it's within the limits of the song), he touches the beam, winds up on the other building, and retrieves his laser pointer.
This has the net effect of giving him a cool transportation power without getting too powerful. The limitation is that he rematerializes when the beam strikes a solid object. So even though the pointer could tap a far wall through a window, Doug would materialize outside the window. If he's not ready for that, it would be a LONG way down...
